Why is it, if the NW numbers have been so low for the last few years that it is only coming out now? Just before this years run. Wouldn't you think that if there was to be any change in the fishing regs for the NW and tribs that it would have been studied last fall/winter and a decision made and anounced long before the first fly hits the water???

We have been hearing for a few years that the NW is below its spawning requirements (50%). This year the number came back around 35% so this is why the concern. I do not know why they would not be concerned with 50% but are with 35%. It seems to me that anything below 90% over the course of a few years should be a cause for alarm.
