Are we allowed to fly fish with a double hook?

I've bought this fly at Canadian Tires and I just realized this fly contain 2 hooks. See the pic below

From the 2011 Rule book

Artificial Fly
• A single hook, a double hook or two
single hooks dressed with materials likely
to attract fish, with no weight, spinning
device or natural bait attached.

Hey Stroover, were you in the Hammond yesterday with a group of about 8 or so
Yes I was, Jim. I was with the Fundy Paddlers. We put in at Smithtown bridge and landed at the Hammond River Lodge. I was the only one fishing, though. I was trolling my variation of a clouser minnow. No hits.

And Madaboutfishing, unfortunately you are correct. You see lots of folks throwing bass Rapalas, supposedly fishing for trout, but knowing full well that a voraciously hungry black salmon will likely hit it and give them a thrill. Poor salmon will likely not make it, though, as it's very difficult to "correctly and safely" release an atlantic salmon caught with multiple barbed trebble hooks.
